It kinda depends how far down the rabbit hole you want to go...

Once you start making stats, you need rules, and more rules, and more rules...

You could adapt an existing system. The setting and tone matter. For example, a sci fi setting might focus on intelligence, tech skills, or mind powers. A modern setting will focus on real world abilities.

Maybe have 8 to 10 stats that range from 1 to 10. Characters can level them up as they advance.

Then have a skill system that is % based, with each skill referencing a stat. It costs points and money to increase these.

All I know is its a D&D thing. I've never played D&D so I never researched it.
