So I dig some digging. That bag was created by Sockjems. They have an Etsy and their own website. On their website and Etsy description it says custom orders are welcome. So you could send them a message on Etsy or their website to ask about having them make you one.

It is noted as "sold out" but as @Clawdeen said, hopefully they are open to commissions.
