Because what the show has shown, gleeful natures can splay out their wings involuntarily due to the influx of happiness they experience. Even if you didn't flush out the wings, It's still on the hind quarters of the leg, they should be behind it. Next time you draw a fan in motion, try putting in "swoosh" marks and streamline some lines in the direction of Fluttershy so you can better insinuate the motion of wind happening.
