visual art Need help with a Vector, A.S.A.P

I need some help converting a simple picture into a vector, and I need a color changed on the photo.  This was the only place I culd think of that could help

I need the White's and the blacks Inverted, as well as the entire image converted into a vector  (eps vector?)

If you can help me, I would really appreciate it!  I need to send this off to a decal artist tonight, and I have 0 photo manipulation abilities, sadly...
