Cartoon about a rouge genetic experiment who dresses as a man during the day and wears an all black leather suit with cape and hat.

 

Actually the cartoon is based on the comic Cybersix from Argentina. Oh by the way, it's an adult comic with plenty of violence, sex, and nudity. They would turn anything into a cartoon in the late 80s to late 90s.

 

One neat thing about Cybersix the cartoon is that these voice actors also do MLP.
