Vector art is essentially art draw with mathmatical vectors to form shapes. Since they are based on math and not pixels, they can be scaled infinitely without a loss of quality. In vector art you often use a pen tool or a bezier curve tool. With this tool you place nodes and then manipulate them using handlebars till you have the line between them shaped how you want. You do not need to know anything about math, but the tool set is completely different than your traditional forms of art.

You can use a mouse because you can be more precise and you don't need to worry about the stability of your hand since the bezier curve will handle that. Vector art has a somewhat steep learning curve and the pen/bezier tool has been known to be difficult for new artists to pick up. The best free Vector art program is InkScape. They have documentation. Also, MLP is drawn in vector, but the method is different.
