The worst part about being strong is that no one ever asks if you're ok...

The Nameless One - Planescape: Torment

If you've ever played this game, you know exactly what I mean. While his personality during the events of the game is largely dependent on your choices his past is amazingly well done.

Zuko from Avatar: The Last Airbender has a huge character arc, turning him from what seemed like an average villain in Episode 1 into sharing the lead role of the series with Aang, albeit on the other side of the coin. His backstory was also richly illustrated throughout the show as we learn more about the guy. Very developed.
