Sure, it's an imageboard and not a "fan art site", per se, but it's as close as you'll get.

Depends on what you're tolerable of. I'd say derpibooru but there's some dirty stuff on there. Most of it has a safe block but some doesn't. If you don't mind that then I sometimes find good stuff there. Sometimes.

 

But other than that there's not really any fan site. My fanart collection comes from Deviantart and Tumblr. You could try those.
