Do Swap Magic DVD's from the US work in the UK?

OK, So I am reposting this as my original thread was deleted. Do Swap Magic Discs from the NTSC region work in the UK? Because I heard it is a disc that allows you to region swap games. If that is so, then is the disc not region locked? I Have Twisted Metal 3 and I know it may not be the best game in the series but I still want to play it because it is NTSC only. I look on amazon but the discs are not available, so can anyone help me. Also, you cannot give links to wikipedia articles, only pure knowledge from the mind will help. I'm not being rude or anything.
