Why doesn't spike have wings?

It is odd.  In Dragon Quest (S2) Garble says something to Spike about "your mother carrying you" (It's been awhile & ICR exactly) which seems to imply Dragons, like birds, learn to fly later in life.  But, on 2 occasions (Cutie Mark Chronicles & Secret of My Excess), he grows & gets no wings.  Also, in Gauntlet of Fire, Spike is the only dragon not to have wings.  Garble doesn't make fun of him for this, implying it's not too unusual. (Being puny, yes, but  not for that)

IRL, I suspect a bad case of The Writers Screwed Up.  Not sure if there is a canon solution
