gaming PS4 And Xbox One Frame Rate Issues Are Out Of Control

So i hear people say things and exaggerate it, such as PS4 have a solid framerate lock, this is not true at all, it does drop. XB1 seems to do the same, why can't they lock it in? CPU, that's why. Both are the same, they have CPU's that can't handle and lock a framerate in. 

 

For ex: Evolve, this game has 4 players and a monster, so why can't it keep up? let me know your thoughts on the subject.
