It's called assault and battery. I don't think anyone needs to get into politics to stop unlawful hugging and kissing. Well, at a convention, you could always have volunteers to keep creepers from getting all personal with the guests. Volunteers would work best. Also where did the bit about how he also kissed her came from? I saw it in the OP's explanation, but I didn't see that anywhere in Nowacking's tweets.
