Is there a free and simple program made specifically for pony animations?

Ok, so I am making a mix of an animation and slideshow, which involves ponies. The program I use for drawing pretty much anything is MS Paint. However, as someone who want to make quality pony videos, I want to know about a free pony art program that's about as simple as MS Paint. Does anyone know any that I should try?

I use Pony Creater and change the position of the pony when I do animations. Whether it's a fraction of a centimeter or a lot, it turns out nicely.

For animations Source Film Maker is the software for you. But if you want 2D you would need to get Adobe Flash but the bad thing is that it costs a CRAP ton of money.

On a more serious note, 

Adobe now has subscription services for the more budget oriented folks.

It's actually quite affordable

Another option you may consider, if your working in 3D is 'Blender'. It's not the easiest piece of software to use, but it is free and very powerful.
