Celestia vs. Twilight: Who makes a better ruler of Equestria?

Celestia did a great job ruling Equestria. It was not perfect, but what is. As for Twilight I like to believe, she's able to grow into this role successfully. But as it has been pointed out, we haven't seen much of it. So this makes this hard to answer.

Considering the show from season 1 to 9, I think Twilight has the potential to grow into a better ruler. Disregarding she's the show protagonist, there are still moments like converting Nightmare Moon back to Luna, Celestia's unawareness of Queen Chrysalis in season 2 etc. Considering additional season 9 says directly that Twilight's is not ruling alone I'd say Twilight would be the better one. But this would be most likely not of the bat and with a learning curve attached to it.

Celestia, if only for the fact she maintained peace and prosperity for over 1000 years. That doesn't take just immeasurable skill to lead a nation from birth to a millennium of peace, but incredible fortitude to work at it that long. 

Twilight may reach that level, but we haven't seen it yet.

Celestia is better simply because she's had more experience than Twilight Sparkle when it comes to being a Princess.
