Well, they can't really say if it's it, but it's a place on the clouds, with a weather machine that works just like the weather factory, not sure if it's any sort of retcon in G5 as the characters were used to the weather working just like as in real life.

If it's not Cloudsdale then it could be the other "Cloudsdales" that existed in Equestria, there were other Pegasus cities in G4 with their own weather factories

I think, like many other things, they're leaving it somewhat ambiguous so they can either make it a thing later or not, depending on what comes next. It's the savvy writers move!  They absolutely want the people who notice these kinds of things to talk about it though, as is happening!
