I've had some experience with this problem, and I think I remember that it has to do with jpeg files. Save it as a PNG from the start next time, see if it turns out better. I used to be a mapmaker for an alternate history forum, and I discovered that Jpg files would add a small amount of noise to pictures, making it unreliable for cartoon pictures or political maps. PNG's are far more reliable. (Note, certain picture uploading websites convert PNGs to JPGs. Imgur, I think, is one that does that.)
