Although they can just smash the ice....

 

If someone was frozen in ice, smashing the ice would also shatter their body.

Also unless you flash froze them they'd be dead anyway.

 

I think telekinesis would be best.

With it I could do pretty much anything: spawn fire anywhere I wanted; throw objects around; freeze people in place; create black holes out of air etc.
