Yes.

So imagine someone creates an open source project and places all the code in a repository.
Other people cannot write into this repository (because it's his, and you don't want random people destroying your code), but what they can do is "fork" it, that is create a copy of the code in their own repository that they can edit.
If somebody wants the author to know about the changes they made in their fork, they create a pull request. And if it is accepted, the changes of the fork are merged with the original.

so it's like indirect write access with confirmation :b

One has been accepted. That was weeks ago.

This one is my second PR, 4 days ago, but he saw it only now xD

And I just sent another pull request this morning, so he's gonna review that one later today too

There once was a pullrequest in Godot Engine (2d game engine) that claimed it would speed up the program, but all it did was remove all whitespace and newline characters from every file

Obviously not accepted. But now imagine if they had direct write access...
