There's one of two ways you can get it!

 

I luckily did a Genki mission, and one of the enemies dropped it, and I picked it up. OR, there's a hidden cave on the perimeters of Steelport that you can actually get it from. My way was A LOT easier, but whatever way suits you is the way to go!

It's actually a lot more customizable than you would imagine too, aha. Have fun! Saints Row 4 has infinite amount of possibilities!

This is the vid I made for it.   If you look closely, there's actually a spot where you can drop in from above, meaning you can actually get it before you get your powers!

 

Also, I'm actually capturing from the PS3 version. XD
