You need to work on your proportioning some more (than again I haven't seen the reference, if you were accurate to the reference than that shows you can do it perfectly proportionally if the reference is proportionate) it needs more depth (as in shading in certain areas) but I'm guessing the reference had none. Other than some slight (but still work working on) proportional issues, and lack of shading (other than the eyes, which, tho kind of messy, at least appear shiny), the lines need to be less wiggly, more clean looking. Keep working on improving tho, (again, this is a noticeable improvement, you're definitely getting better). Out of curiosity, what program are you using to do this art? It's still quite the improvement from your previous work, at least. Remember, you want to make it look as much like the reference as possible, do literally everything in your power to achieve that. It doesn't have to look 100% like it, but it has to AT LEAST look border-line exactly like it, what I mean is that you want to look at it and have trouble seeing the difference between yours and the original.
