Aside the fact its hard to tell if the mane 6 are adults or young adults, the point of the flowing mane being an adult trait is disproven, by Cadance. There is no way she's not an adult, since she was Twi's foalsitter.

I think the issue might be less about being an adult pony (I think Twi is) and more about whether or not either of them are adult Alicorns. There's a theory that Twilight was killed in MMC, by her friends ironically, and reborn as an Alicorn. Now, both Twilight's are essential the same except that the Alicorn Twilight is not fully mature. Maybe that is the answer.

The writers/artists forgot or didn't want to do it.

Well, Cadance wrecks that theory too, since she was never "killed" or whatever, when she became an alicorn. It could be how long they've been an alicorn, or it could be just because of Luna and Celestia's role in their world overall.

Well we never saw it in the show, and like with the comics, the books may or may not be canon.
