If you mean where you can actually get a picture, then you can try google images or other such image directories, or alternatively you can create an image yourself, so long as it's only 150x150 or less in size. (And 100kb maximum in file size)
 
We also have an abundance of request threads open in the Requests Guild , someone there may be able to help create an image for you
 
However if you mean how do you actually set an avatar on your profile, then just follow these simple steps:
 
Click on your name in the top right of your screen and select "My Settings" from the drop down menu.
 
 
 
Select the first option on the new screen entitled "Change your avatar"
 
 
From the pop up box, you can select either a folder from your computer by selecting the first option "Browse"
Or you can upload an image from the internet itself by copying and pasting the URL (The www.blahblah.com thingy) into the box provided and clicking "Upload"
Last but not least if you have a gravatar account you can just type in your email address into the last box provided and click on "Use Gravatar" option if you so wish.

I'll tell you the two ways for which I have done it... the first is to simply highlight a piece of someone's test and a little box will appear with "Quote" "Mention" and an X will appear, click mention and it will place that users name in your post as a proper "mention".
 
 
The second is to input it manually which is: @ [ member=LeJAKoJAK' ]  (With no spaces )
Like this: @@LeJAKoJAK

The Ad bar only appears when there is news to actually display. After certain news has been on display for some time, its taken down and the Ad bar disappears.

You should now be on your signature editing screen. you can write down whatever you want so long as it doesn't go over the line limit and you can place in an image thats 600x100 at maximum.

You are perfectly allowed to bring your reviews over to the site.
If they are about Gaming or Media and such, and non Brony topics, They would go into HERE
If it's reviews relating to Brony type media,such as episode reviews, then HERE would be the place to go...
Otherwise you could always put it into a blog, that seems to work just fine, especially if you have alot of reviews.
Other then that you should be perfectly fine with bringing your reviews over

Then it could be only two things, in my mind atleast...
 
The first: Somethign happened with the latest IP Board Update that may have caused some issues with the "New Content" System, considering it seems to only be a newer issue rather then something encountered for a long while before it was bought up.
 
The Second: Perhaps there is a time lag between your New content being updated with things you have posted into.
 
 
Especially now that someone else has encountered this, then it isn't on your end. And I believe the only people who could give you a "proper" answer and fix the issue, when they have time, are the Tech Admins.
