      Yes, generally, but I a person I talk to on skype uses an e-cig, and he says you are able to set the amount of nicotine, so I'd imagine you'd be able to intake none. I'm sure they're only doing it to look cool, 13 yr olds are pretty concerned about their self-appearance.
