I believe that in order to become an alicorn, you have to create a new source or form of magic and be able to wield it. Celestia created and was able to wield the magic of the sun, luna created the magic of the moon, cadence created the magic of friendship, and so on. I think this also explains why the pony of shadows in season 7 had an alicorn form as he created shadow magic, and discord technically was wings, horns, and hooves(like an alicorn) as he created chaos magic. I think that this is why, despite no matter how kind fluttershy was or what amazing feats the mane 6 accomplished, they never became alicorns as well. Fluttershy did something incredible but she did not use or make magic. The mane 6 did wield friendship magic, but they never were the ones who created it
