movies/tv How do you think of the Japanese Sandman as an anime character?

The "Japanese Sandman", for those unfamiliar, is an old, obscure song about an Asian fairy who makes people drowsy with his dust.

 

I would wonder, because the subject of the song is Japanese, why not make him an anime character? I've never seen something like this throughout the Internet ... ?
