Thing is, if she did get involved more often, she would literally be a Deus Ex Machina--in this case, Deus Ex Eques--immediately and completely solving the Mane 6's problem for them (like in Lesson Zero). The thing people don't realize is that the day to day activities of running a kingdom are very, very time consuming and not so easy--as Luna found out in the last issue of the IDW Micro Series! I've read enough fictions and comments below. I wouldn't be surprised, if he's even absolutely right with the things about autocracy. But yeah, i know she has no intention of killing twilight. Her end goal is to turn twilight into an alicorn. Yes, all she did was select another person from a small age that isnt her child and plan out her entire life for her and then turn her into an alicorn, without asking, using a 'Batman Gambit' as a means of tricking her into it.
