When Luna was banished, who controlled the moon?

Celestia, but the comics showed Luna struggling to control the sun in Celestia's absence, meaning Celestia likely struggled similarly with the moon sometimes.   Just because you can doesn't mean it comes naturally to you.

Okay, that's understandable.  It's like that time when the mane 6 had their cutie marks all mixed up.  They could do the jobs their cutie marks depicted, but they weren't good at it.
