It's called ArtStudio Lite and its freee!!! It has a lot of amazing features such as pixel delay to make your lines smoother, unlimited undos/redos, unlimited zoom, layers and a bunch of other stuff. I can't believe its free.

 

I actually drew circles in a background layer to help with proportions but I guess I screwed that up right off the bat... heh heh...

I try to draw ponies on my droid all of the time. I've only managed one decent looking one. This one must have taken some time though. It looks really good! O_O
