It has all of the tools you need, you can download differnet kinds of brushes and there are many effects to choose from. The only downsides are A. Photoshop is more meant for photo editing, but that shouldn't stop you and B. It costs a lot of money. GIMP: It's like Photoshop, but with less options. But if you want something that's free, GIMP is useful. FireAlpaca: This is an art program I use. If you're a Mac user, then this is the first art program you should try. It's free and it's acutally meant for drawing digital art, unlike the first two. However, FireAlpaca has less options than GIMP and Photoshop, so if you're going to be reliant on special effects, give this one a pass. Paint Tool SAI: This one is a fan favourite within the art community. SAI is designed to be a digital art program only. It has many options to choose from, it is well organised and it is simple yet effective. The only downside is that it costs money, but thankfully not as much or that dear as Photoshop.
