Here a more detailed summary about the character.

 

Virtus is born a pegasus and what sets him apart from the rest is his inability to manipulate weather. He may be able to walk on clouds and have a higher resistance against the elements, but he can't control them. This is thanks to the magical properties contained in his golden left eye, which tends to glow more vibrantly than his crimson right eye under the sun. With that said, Virtus is empowered by the sun, which increases his physical prowess and durability. He is also able to cast a few spells, like summoning a little orb of light when confronted by darkness, or surround himself in a blanket of heat for warmth. When activating his power, his left eye will constantly emit a yellow aura. During the night, the ability is weakened and makes him into a regular pegasus, however he is still unable to manipulate clouds and the weather. The power is a gift/curse given to him by his father.

 

Seeing as how he is unable to manipulate the clouds and weather, Virtus could not join a weather team as he originally planned and wanted to. Instead, he enlisted into the Royal Guards and dedicated his life to protect the citizens of Equestria, and kept his abilities hidden. Of course, he was eventually found out, but by another group called the R.I.A. (Royal Intelligence Agency) who brought him in. They are a secretive group, only known to a selective group (like the princesses for example), that focuses on world-wide problems like organized crime, protection of dignitaries, and taking on tasks that requires specialized skills, information, or tactics.

 

The branch that Virtus works for is the Anomalies Branch, one of the three branches of the RIA, a branch that's more covert than the other two. They tackle and subdue alien threats that threatens Equestria, or all of Equus, whether they be monsters, otherworldly creatures, or artifacts.
