What if the reason that all the Guards look alike is because they're all Celestia's children? Or Luna's in the case of the night guard?

Same reason every elf soldier in the Hobbit has the same face. It's way easier for the animators. Not worth it to customize every single one. And btw, I like the design of Celestia and Lunas guards.

 

If you are asking for more of a in-universe reason, there probably isn't one, but some fan fics have addressed the topic. I read a fic one time that had an explanation that I like. The armor has an enchantment that makes them all look the same when they are wearing it. That's the head canon that I go with.

There is no "night guard"; Luna only has two guards, Echo and Nocturne.

They're all bred from a super race of horse. The gene was obviously taken from one pony and duplicated much like the Jango Fett star wars clones. 

 

Soon they will probably be taken over by order 66 from a corrupt leader.

They could at least make them slightly different like they do with the crowds of ponies in ponyville.
