If they wanted Sunny's appeal in FiM, they should've had her go back there, after they set it up that Sunbutt wanted her back in the first movie, teased it in FG, and then left it on the cutting room floor in the deleted scenes.

You're forgetting that would leave the Equestria girls franchise short one character for its movies, and Hasbro very much would like the hoomun bucks to keep rolling in.

She's not though because these episodes are written like over a year in advance if they DID write her after Sunset it was because THEY liked Sunset in RR not because the fans did. Cutie Remark was finished before RR even came out. 

 

Seriously you know the last episode? The premise for that was put out in early Jan 2015, then their were a few drafts over the next few months before the final version, Cartoons take a LOOONNNGG time.

or, yanno, they could put human Sunny in the group, and have pony Sunny go home, so the franchise could hust be all the real Humane7. Twihorse was written out. So could Sunnyhorse
