How come Flurry Heart (and the Cake Twins) can fly yet Scootaloo can't?

I've heard that Lauren Faust wanted Scootaloo to be handicapped but Hasbro forbade it. So, I would say she is like Fluttershy & just a late bloomer. A better question might be ”Why does she hang around Dash when Fluttershy could help her more + saved her life? "

At this point, it may be fair to assume that Scootaloo indeed has a physical disability that prevents her from flying. But really, it doesn't matter all that much. Why should it really? Rainbow Dash h

I think she simply has a disability but is still considered normal. The only ones who have ever brought attention to it were Silver Spoon and Diamond Tiara and their just mean

 

At least they were "just mean" until recently, that is.
