I have a hard time understanding hair like Rarity and Fluttershy's because of how they show it to us, so I tend to think it is in small strips rather than a full head of hair Pony Octavia has an amazing full head of hair. But Human Octavia has a huge clump that defies gravity Images below. Spoiler Those pictures show her hair as really quite delightful. But human Octavia has a huge clump of hair Spoiler Now I think it is actually quite lovely hair. but you all see it too don't you. I do not understand it.
