Why is it that Nicole Dubuc only wrote the script for School Raze Part 1, and Josh Haber only wrote the script for School Raze Part 2?

My guess is to split the writing duties.

I'd say they both supervised the overall story arc of the two-parter while the concentrated individually on certain details; thereby splitting official writing. That said; I doubt it was that independent of each other.

They usually credit both of the writers when both are involved in the same episode.

I doubt that they would do such a stupid thing, which is relay-writing, but for me, the end result is so frustrating that I'd rather believe that they were relay-writing instead of them not having the competence to write a good story. But making a wrong decision or more like making a frustrating product already implies the lack of competence, so...
