He is from a dimmention much like equestria, only with a gender swap. He is an you might have guessed, the ruler of the moon but is just as tall as celestia. I've done quite a bit of trans-dimensional travel myself in my Spider Mech (Which I nicknamed Rocinaté, Brohoof if you get the reference!) Though in all my travels I haven't been to one like you described. The one's I've been to I wouldn't recommend. Like there's one where instead of Ponies there are these hairless monkeys that use Ponies as vehicles and if they break a leg it's, "Off to the glue factory!"
