She would be proud (as a big sister), since she knows Scootaloo can never really outdo Rainbow Dash, even if she got good at flying. Rainbow is ridiculously overconfident that way

Well, we did just have a thread on the idea of Rainbow Dash meeting another pegasus in general who can do the Sonic Rainboom. Having it be the one whom she [presumably] helped to get flying would probably make her proud.

 

Of course, first Scootaloo would have to get flying by some means or another. Hopefully the comics will let that happen someday - after issue 81 (which told the story of Wind Sock, an earth pony who got into the Wonderbolts after inventing a glider that looked like the perfect piece of assistive technology for Scootaloo), they basically have no excuse not to.

And then there's the question of whether Wind Sock's design would hold up to a Sonic Rainboom. Scootaloo would probably want to switch out the DaVinci-inspired wings for a proper airfoil, as well as look for lighter and stronger materials than what Wind Sock had available. Twilight's book smarts extend well beyond magic - perhaps she could be of help.

Rainbow would probably be awestruck and start congratulating her, or Rainbow would get mad for not doing her part as a Cutie Mark Crusader.
