Why did they use Grogar only for him to be a fake?

I wanted to see what Grogar was going to do. I wanted to see what big plan he had and why he needed the villains for it. Instead we got to see Discord showing us he's not changed at all and is still a sociopathic puppeteer who treats people like toys and because he's 'reformed' he gets away with it. 

Discord should have been called out for that last part.
The villains were still living beings, its wrong for Discord to use them as disposable pawns like that.
He should have been past this by now, as in learning to treat others as beings like they are instead of just essentially toys/objects to him.
That's what got his sorry flank turned to stone in the first place, having no regards over other living beings as he lets his chaos screw everything up while essentially seeing other ponies as playthings to him.  He should have learned by now that its bad to view other beings as objects/things.

I know the creative staff will tell us otherwise, but I feel they're only doing that, because that can't tell us the whole truth about what was going on behind the scenes. So here I will discuss why (IMO), I feel Grogar was the original plan all along, but was change during the finalizing of the Mid-Season 9 Finale "Between Dark and Dawn"

Actually Cozy Glow would have more personal connection to the Student Six since they were the ones that foiled her.
Same for Chrysalis for Starlight's case(unfortunately, despite Spike is the one that caused her to lose her hive by befriending Thorax. He got robbed big time..)
Tirek is the only one that has a more personal connection to the Mane 6 due to he was foiled by them DIRECTLY.

Depends on just how powerful the one villain is though. Grogar at the start was shown to effortlessly push around the other three, and you could imagine with his own bell he'd only be all the more powerful and terrifying. Plus, he didn't necessarily have to be alone, Grogar was stated to be "The Father of Monsters" who gave life to awful creatures who terrorized Equestria. That easily could have been set up for Grogar calling forth an army of the monsters he's created to fight Equestria's forces and allies.

I'm not really sure why the staff thought this was a good idea. I would have preferred Grogar to be real and not Discord in disguise, but I still enjoyed the plot twist and it was good in my opinion.
