 Why do games often receive criticism for bad voice acting? I'd like to point out that Silent Hill 2 had literally the worst voice acting possible yet it received a ton of praise. Seriously, it lacked emotion, Mary reading her letter sealed the deal for terrible voice acting in Silent Hill 2.

Worst would likely have to be Sarah in Star Ocean 4.  Best, that one is a good bit harder.  I will need to think about that one and get back to ya.

The worst voice acting I have seen in a video game is in Just cause 2, the voice acting in that game is so bad that it becomes funny and I found myself laughing uncontrollably at how bad it was.

Well that's a hard one. Mass effect and battlefield 3 had some pretty damn good voice acting but there are a ton of other games that have fantastic voice acting like max payne. But I can't really say what game I think has the best.

For worst, probably House of the Dead 2 or maybe Sniper 2. For best...idk, probably, like, Red Dead Redemption, or something. When voice acting is good, it is hard for me to notice since I am immersed.

Just Cause 2 had bad voice acting? I never noticed when I played. I mean, I knew it wasn't the best, but I was much too busy blowing everything up, I suppose.
