Granted, you'll need anywhere from 10 seconds to twelve hours of heads up... We should put it into a higher orbit so it covers more area at once. Say, GEO orbit but retrograde, so it's available for half the world, and at any given point in 12-hour available/unavailable cycles Oooh, or we could put it in GEO and put giant reflectors on the other side of Earth that it can shoot at, so it can shoot anywhere on Earth at any time!
