If it was my PC, I'd do a few things differently (assuming I stuck to the same price budget):

1. ECC RAM - it's supported by Ryzen CPUs and I'm a fan of it on principle.
2. Spend the money that went into the hard drive on a larger SSD.
3. Use a Linux distro instead of Windows and put the difference toward a higher-end GPU.
4. Math out the max. power draw and consider getting a smaller PSU. Savings can go toward the SSD or GPU.

How to translate that into a rating out of 10, I'm not sure. Depends on what your priorities were with your PC build - which aren't necessarily the same as mine.

I think it's fine. Just make sure that 2TB hard drive is your primary. You'll need it.
