Hue brush in GIMP:

Open your target image, and use the zoom menu to select 400%

Next, select the brush tool (1) and then the foreground colour picker (2) - use the colour picker to pick the colour you would like to change the target to.

Next on the Tool options, select the Hue mode (1) and a brush (2) - the block is a good choice, but note you can design your own brushes, or copy then alter existing brushes.

Note the size control (3) - you can use the default size for blocking out large areas of colour, but should shrink the brush to do the edges. there is also an "angle" control that lets you control rotation of the brush - so setting block to 45 angle (say) will let you easily fill in an edge up to a straight line at that angle

by using the hue mode, you change just the colour of the image under the brush without changing the detail of the picture.
