Hmm, either Sarah, the Kanker sisters, or Eddy's brother. I'm leaning more towards Eddy's brother when you think of the implications that he has done that stuff to him his entire life.

It's really hard to say the worst character... I adored that show too much when I was younger If I had to choose though, I'd probably say Kevin. He wasn't really funny, and probably had the weakest character. That was unbelievably hard to choose
