"I just met their king at a summit with another neighbor of ours who was so kind to invite us for trade talks. I have never had so stressful a deal I think. @Skullbuster, "Uh, no." He said somewhat awkwardly. "I know that they're not a nation of peace. They've apparently had only fifty years of peace in the last two thousand. They've also had an effective genocide of all the pegasi in their region at one point, so natural flight has been foriegn to them for quite some time. For a rather talkative stallion, he was pretty quiet when our discussion came to his airships. We've recently lost one in his area, and we've confirmed that they have it's remains. I suspect that they shot ours down, then reverse engineered it as best they could, and built themselves a fleet which is something I do not take a liking to." he said gritting his teeth. "He brought up their increased naval activity, which is explained by their actions of conquest towards your nation."

She turned back to the Kaiser "I would also like to set up a program where my commanders are sent over to your nation for extra training, I hear they are quite the soldiers.  Both of you will be able to come and go as you please in my kingdom, are their any additional requests?"

If we are to go through with this, there are some things that I would like to add." The Kaiser said. "Since Pegasonia and Cidonia are not connected by land, I think that we should claim the land inbetween so as more direct trade for other things may take place. Also so their is no hard feelings over who gets it, we as an alliance should have equal say over the use of this land, and this will ne applied to all currently unoccupied lands around us. I would also like to make some specifics on the base we have agreed to build." Helm spoke up. "We would like to rent thirtythousand square meters of land with access to the sea. Also we would like to send some of our scientists into your desert to examine what resources you have to offer that you might not have access to. We could also send Lauf as well to get a feel of the land as far as how to fight in it since we have no experience in such an environment." The Kaiser picked back up. "This would of course require a treaty to be signed among us and some trade agreements will have to be made in the future for the purpose of obtaining the resources needed for modernization." BlackFire listened and nodded her head. "We could also help you put your newly traimed soldiers to the test." she said with a smirk. "We may have succeeded in invading the Dominion, but we keep having to put down small groups of remaining soldiers. They were a nation such as yours without muskets and the like so they're not a serious threat to us, but they might inspire the population to join their cause if they can achieve resisting us for long enough. Winter is coming up really soon, and this would provide your soldoers the chance to prove what they're made of in conditions near polar to your own."

Meanwhile, following the discussion on railways, the scientistas have already ordered the parts. 3 huge, iron-hulled, steam-powered cargoships approached the Cidonian capital. They were bearing freshly-produced railpars and one of them was also carrying a brand-new locomotive. The giant floating vessels were in a line, parralel to the river, theyre width so big that they occupied a third of the river. A crane was raised, holding 9 tonnes of rail at a time. It turne oer the Cidonian port stopped, the heavy elevated steel tracks balancing on the end of the massive iron crane.

 "ah but we do enjoy music and plays, blood sports are only performed on special occations, like executions, or whenever the queen feels putting one on...which is about once a month...anyway, only prisoners are the ones killed...mostly, how about this, tommarow theres some scheduled games, um manticore race, chariot races, then theres the free for all death match and various other things, ill take you there to see for your self...I must say i find it a little ironic that a nation that has spent so long in war looks down on violent sports"

The rails were set down on port, when the forst ship was unloaded, it left to make room for the second. The dock was already partially filled. A earth pony in gentlepony outfit waited to be met by the cargo, he constantly checked his gold pocket watch.

The Cidonian harbor master flew up to the pony with the watch "What is this cargo? And who sent for it?" he asked him looking up at the large ships "i cant let you unload unless I know who ordered this, where it came from, and what it is"

The pony put the watch in his pocket, he wore a monacle which he straightened and had a grey, curly moustache,

"These, sir are rails. I understood that, after a session at the palace, one of your officials agreed to the construction of a railway, to help modernise your nation. These were just produced yesterday."

Another 9 tonne pack of rails was unloaded.

Ill tell you it was quite a sight i must say. Oh i almost forgot I received a letter concerning your security, some members of that squad you went out to the desert with have replaced your current security detail."

He calls to a sailor onboard,

"Write a message to the palace, tell them we are not allowed to deliver due to a certain..."

He turns back to the harbour master,

"What is your name, good sir?"

"lets see" Hommit pulled out a paper to read "Lixus, Solex, Rex, Lox, and Fris. They were brought in to replace yout current detail in the hopes the public hates you less"

After writing the message, the sailor attached it to a pigeon and released it, it started flying towards the palace.

"Wait a second.." he whistled in a weird way and the pigeon flew towards him. He lifed his left hoof and the pigeon landed in it.

"Its one of ours."

He untied the message and read it,

"Oh... this has nothing to do with me..."

He gives it over to Hommit, it read:

 

The order recievd two days ago has been complete. 9000 tonnes of rail and a locomotive have been produced in the factories of Franksburg and are now waiting outside port. Despite our tries to convince the official, Harbour Master Glorus, he denies us access to unload our cargo. These rails have beeen ordered and delivered on schedule yet for some reason we are still not allowed to finish our job.

"I know what this is about, there was talks of adding some railways, however it seems the pony who sent it doesnt know how Cidonian harbors work, you have to have a written paper detailing, who ordered the cargo, what the cargo is, and where the cargo is coming from" he writes his name on the paper "send this bird off"

"Well usually, for such big transports it is the harbour that has to be informed by the goverment of the incoming order, the transport doesnt have to do anything... only drop of what they were told to and go off. Forms are usually needed for non-official smaller cargos. but i see 9000 tonnes as a lot..."

 

He sends the pigeon away.

"What do you think? It's sharp enough to cut through a coconut like it was melted butter."

Blost flips the knife "Well our knives are a bit bigger," Sailor hand me your bow knife, the sailor pony then walks over and pulls out the knife which is a much larger, and a curve at the very end of the knife, "this is our knife, we use it in frontier to protect, cut, and kill, with this knife, she a heavy one but this can fight out with a sword and bust through some armor." flips the heavy knife and holds out both the small knife and the bow knife.

The harbor master received the pigeon and read the note "Alright you get a pass, just remember next time i need a signed paper, I cant just have ponys unloading whatever they want at anytime on my harbor"

 

Hommit explained "Its a policy we have, it makes sure the harbor master knows exactly what is being delivered at his harbor at any given time, who delivered it and who sent it, normally a team of workers would also be sent to inspect the cargo to make sure it is exactly what they said it is"

The Lord shrugged he signaled up to the crew with his hoof,

"Bringe her down boys!"

Another crane was raised by the other one, they then pulled out a locomotive. It was a 100 tonne, 8-wheeled locomotive. It was a beautiful dark green with black parts on the front. The plates that illustrated the series number were all gold-tinted. It had two boilers and was about 15m long. The wheels were paired, 6 on the front and two on the back. The machine was absolutely clean, it was brand new as the paint was shining.

"Oh, i know... Trust me... Thats nothing compared to what we do in our ports. They can tear your whole ship to pieces if they think theres something suspicious. If they find nothing, its your job to put it back together. What i mean was that usually, orders from the govermental building are informed before the shipment arrives (by the goverment), so there would be no need for the transporter to wait and carry papers.

The kings flagship eventually reached port. As soon as he got back in his palace, he called his top general. A tall, grey unicorn with a black mane and moustache ebtered the room, he bowed, removing his hat,

"Your majesty, i hope you had a nice trip."

The king answered,

"Yes, yes, spare me of the formalities now Rottledorf. I have met a leader, seems to have a strong nation, the original owner of the fallen airship. I dont like him, he doesnt seem to be open to discussions with us. I feel we must prepare for conflict. I want you to initiate the war-time training for all troops stationed in the camps!"

 

"But sir... Most of them barely make it through the basic training... And I fear most of the new recruits won't..."

 

"I dont care if 1000 of them die for one proper soldier to pass . This peace period has turned us weak. There was a time when just the sight of our flags... Or the drumrolls of our armies were enough to cause entire armies to surrender. Just the thought of fighting us brought terror to their souls. Now... A bunch of primitive sword-yeilding bufoons managed to kill off 200 of ours."

 

"But your grace... It was an airship and was crewed experimentally by inexperie..."
