I don't know of any apps that are specifically for making Pony OCs, but I do know a few simple drawing apps that are great for beginners. 

 

Pixel'd - a little pixel art app made by disney. You can adjust the size of the brushes so it doesn't have to be tiny pixel sprites. Easy coloring system as well.

 

Brushes - yet another drawing app, but it's much more complex. You can adjust brush strokes, sizes, and it has layers!

Their is one app that is Pony creator but only on Android

Pony OC Creator does not exist for iOS as the developer never got around to porting it. There are a number of iOS based art tools that would allow someone to draw a Pony OC, but usability depends on the device.

I found out how myself. Get an Internet browser that uses flash such as puffin.

I use my iPad for internet, so I can see where you're coming from.

 

But, I draw my own pony OCs with a drawing application.

If you'd like I can draw one for you.

My oc is my avatar at the moment. It would be soooooooooooo coooooool if you made fanart out of my oc. If you do, send it to me in a pm or something, it could possibly use for an avatar.
