That's because all Hasbro cares about is making money. If you're looking for quality merchandise, get something custom-made. Usually they're reasonably priced for the quality of what you're getting.

I'm assuming it's because a hat would take too much time to make, since there are certain bases used for toy production I'm assuming. It's usually a wrongly colored hat anyway, plus she looks cuter without it.

 

But the 4DE plush that comes out whenever has her with her hat. c: And their plushies are reasonably priced unlike the fandom's.

My honest guess is that the reason they don't include the hat is that it would add to the production cost, since most of Hasbro's toys are just color-swaps and not actually unique in any way at all.
