Well... in that she uses puppets, yes.   Notice the lack of homicidal tendencies and bizarre fascination with deadly poisons.

You'd probably win 1 on 1, but you definitely wouldn't have an easy time of it. As it is, she's more support than a pure offensive force, hence the tag match idea.
