Technically, experience trumps paper certs - but in practice, you won't get past candidate management systems unless the list of paper certs you submit includes those they consider mandatory.  It's a gatekeeper thing - most certs aren't of any use other than to get you to the point of an actual interview, you won't use them in real life.

Not banned, and for some of them, yes - the General Zoi V2 one I prefer does run in a swf player; the V3 one doesn't though, nor do some of the others out there (been trying to figure what Fabulous Pony Maker needs, for example)
