open 1960s Manehatten Investigator Drama

"Fine. Be that way." He calls out, audible to the entire city, and sends out a wave of illusionary Fear magic, sending the mindless creatures out, as intense phobia washes over the entirety of Manehatten.

"Fly! Fly in fear, you pitiful invaders!" He calls out, before laughing maniacally. "Let that be a lesson to those who try to destroy my city!"

More laughter rings the sky, before slowly lowering in volume and intensity. The shadow form lowering it's apparent mass, as I hold my form for those nearby to observe, such as the investigators in the adjacent building. The Mass Fear fades, as those who were targeted fled, allowing the citizens of Manehatten to be released from its grasp. He opens his eyes, to reveal eyes completely azure, as he becomes surrounded in green flame, becoming a very nondescript unicorn, but the horn remaining the same.

"Time to go get more ingredients; I need the Device to be stable, if I'm to use it in my plans..." He smiles, cheerful. He shouts out, in order to sow confusion to escape into. "TH-THEY'RE GONE! WE'RE SAFE!"

And he knew his words to be true... For the moment. His grin briefly appeared insidious, as he thought those words, skipping down, repeating his phrase, so business would become better, so he could more easily blend into a crowd; you never know if you're being watched, especially in THIS city!
