request D&D character and Halloween art?

Ok, so I typed this on my phone so it might look disgusting... Anyways. 

My friends and I are doing our first ever Dungeons and Dragons probably starting in a few weeks. 

I would really like to have my character conceptualized, as he is kind of hard to describe and my friends keep forgetting so I have described him like 100 times. If possible, seeing him in a cartoon-ish style would be cool but whatever style is fine.

My character is a Tiefling Ranger with long, feminine, platinum blonde hair. Their skin color is just Caucasian, but they have blotches of red scales on his cheeks. He is beginning with a sleeveless leather armour and some leather boots. His left eye is a bright blue iris, but his right is a completely black no pupils or iris. Like Tieflings have, he has black horns jutting from his head and a long red tail with a pointed end, and sharp canine teeth. 

NOTE: He is very feminine looking, almost looking more like a female than a male. He is also VERY self obsessed and rude, so have him looking overly confident if possible.

As for the Halloween thing, which you don't have to do if you don't wanna, but I'd really like to see him in a witch outfit. XD, but with now short-messy hair.
